As the title says, I have been trying extensively to find a working cPanel website that will allow me to spam. Can anyone provide me with a free account?

You can try with this, infinityfree.net , but for this kind of works i suggest you to take something offshore, 'cause free things are bad, most the times. One good site is this: bulletproofhosting.org.
