Im thinking about saying the code doesn't work for every one in three or four. They'll most likely check Its validity on their end, hence deem the code Is working.
If this Is the case, you need to be adamant that It's not working on your end. If you're planning to SE them multiple times, they will realize what's going on.

What if I used the code before refunding? It'll be empty then right?

I don't know much about Amazon with gift cards so take everything I say with a few grains of salt.
I believe Amazon has a separate department just for gift cards in particular, so it may be a bit more difficult than normal. It may work the first few times, but I wouldn't count on it working a lot. There are other sites where you can order gift cards as well.
Edit:
Just took a quick skim through their terms and I'm seeing
Risk of Loss.
The risk of loss and title for Gift Cards pass to the purchaser upon our electronic transmission of the Gift Card to the purchaser or designated recipient, or our delivery to the carrier, whichever is applicable. Gift Cards must be obtained from Amazon or an authorized third party, and you are responsible for safeguarding your Amazon.com Balance or Gift Card from unauthorized use. We are not responsible if any Gift Card is lost, stolen, or destroyed, or if your Amazon.com Balance or any Gift Card is used without your permission. There are a variety of Gift Card scams that request payment by Gift Card. Amazon is not responsible for, and assumes no liability to you for, any unlawful conduct or fraud by any third party associated with any Gift Card.
Limitation of Liability.
TO THE FULL EXTENT PERMISSIBLE BY LAW, WE MAKE NO WARRANTIES, EXPRESS OR IMPLIED, WITH RESPECT TO GIFT CARDS OR YOUR AMAZON.COM BALANCE , INCLUDING WITHOUT LIMITATION, ANY EXPRESS OR IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE. TO THE FULL EXTENT PERMISSIBLE BY LAW, IN THE EVENT A GIFT CARD IS NON-FUNCTIONAL, YOUR SOLE REMEDY, AND OUR SOLE LIABILITY, WILL BE THE REPLACEMENT OF THAT GIFT CARD.
So it seems like they can replace the card out of customer satisfaction, however are at no obligation to do so.

Happy to help
But keep in mind Amazon's business model is based off customer satisfaction. If you have an account that hasn't refunded much/recently, it might work, but just don't expect it to work after a few times. There are a bunch of other giftcard refunding methods you can find online that give other sites you can go at too though. Definitely do your research.

I wouldn't risk using gift cards on Amazon.. they tend to lock accounts purchasing with third party gift card and dont give them back either
