I don't think so... It's obviously an onion link. Which means the website is from the deep web. This is probably some sort of shady scheme. It's hosted on the deep web for a reason.

Not so much clearweb tho you certainly can open it without the tor network which is weird. I wouldn't trust the website by looks of it.
