im having to make a new paypal and somones wanting to send me payment via goods and services. how do i recive the money without it being on hold in my account with a new paypal

To the best of my knowledge, with new accounts when using goods and services, PayPal has a hold policy In place and clear funds after ex-amount of days.

It's similar to that of a bank/personal cheque taking 3-5 business days.

There Is, but I'm not at liberty to discuss It.

From PayPal's standpoint, It's company policy so you cannot change their protocol.
