If i sell a layer 7 apis that can bypass most of ddos protection out there could you buy it for $15 monthy it is hitting very hard?

In the US this is against federal law. Computer Fraud and Abuse Act (U.S.C. §1030).
I would suggest you read the Rules under the 'Illegal Content' section.
Unless this is strictly being used for testing of services they own, this is not permitted on this site.

True but I was downing a lot of big sites such as https://www.voxility.com, KFC, MACDONALDS, AMAZON hosted sites and a lot more
