Is it possible to use a VCC on PayPal? I'm pretty sure it's illegal too.

Here in my country we have apps that give you Virtual Visa or Mastercard. All you need is a new mobile number and about $2 in the account (Top-up through 7-11). I haven't tried verifying paypal with it, but It does work based from results of other people.
