Do they ask for returns, do excuses work?
Is there like sn or something, or some form of proof other than pictures they could ask?
I was hoping to hear something other than "order on amazon and refund"

I was going to write just refund, but if that's not an option. You could try hitting up apple and try to get a label and just box them.

AirPods are extremely light (barely register a weight on consignment), so either boxing or the Item missing method will definitely work.

I've heard about ARM works fine with amazon, but is a pretty long method to develop. Buy a fake ones in any chinese marketplace, wait for them. Order in amazon and just return them as it doesnt works propertly or poor sound, just replace the charger pack and airpods with the fake ones
