They can both be used almost equally well, albeit one easier than the other. You should also watch out for public VPN's, I have seen some with legal statements on their service stating that they can sniff your traffic, log it, decrypt it if needed, etc, and by using the service you agree to that. Hell, some of them will even throw you on a botnet, so tread carefully in that direction.
