I would suggest to chase that up with them before your opportunity for a legitimate return window closes.
3 weeks is an unusually long time for Meta, hound them until they provide an update.

By chance can you ask them if they would be willing to provide a refund on receipt of a police report?
It's not as if the police can refund you.

How should I follow up? Currently, all blame is on them based on the original chat and I know it should be them dealing with it, just not sure what to write for a response

are they talking with regards to the courier when saying "During our investigation, we’ve also discovered a lot of deliveries being reported as missing or opened from prior orders that either you have placed or others had placed from your area" or have you done them a few times in your area (meta)
