Think about it rationally for a bit: Your internet connection speed is controlled by a remote device owned by your ISP. It's up to this network device how much bandwidth it will let through, how many bytes will go through in a second. The speed gets limited somewhere away from your computer, so there's nothing your computer can do about the speed, it can't go above what the ISP allows you to.

What uTorrent (and other applications on your computer) do on your computer, is measure and display the data transfer speed. This is done by simply counting how many bytes of data were received in a certain time interval (let's assume 1 second) and dividing it by that time interval, yielding bytes per second (including the SI prefixes, like kilobytes per second and so on, that's done by multiplying by powers of 10).

Let's imagine that the uTorrent receives 20 kB of data in one second. uTorrent itself has no way of knowing how much time has passed, so it asks the system how much time has passed and it normally tells it that 1 second passed, so you get 20 kB/s.

What this tool does is manipulate the time "perception" of whatever application you use it on, in this case, slowing it down. Therefore if you slow it down to half, then when it receives 40 kB of data in two seconds, system will tell it that only one second passed, so the application will report 40 kB/s. It is a wrong value though, because the reported time interval (or time interval of a timer that the application may use) was manipulated, causing wrong calculation of the speed, however the real speed is unchanged, because 40 kB/s in this case were still downloaded in 2 seconds (which is 20 kB/s), only the application is fooled to thinking that two seconds were just one, but rest of the system isn't.

it doesnt work for me, i found a utube vid to tweak it, maybe thats the reason
