If the child Is under the legal age, It's obviously the parent(s) who are responsible for making sure he/she Is In a safe environment at "all" times.

Yes, It's vital that one's upbringing from their parents, Is formulated In the right perspective and simply points them In the right direction up until adulthood.
I always say "You can't give what you don't have", and In this case If you don't know any better as a child, the decisions made may well be Incorrect- causing all sorts of negativity.
