It is not meant as a restriction, but a recommendation.

When it comes to higher level languages you have restrictions that don't allow you certain things in order to make it easier for the programmer. I.e. Java doesn't have pointers, but it has automatic bounds checking for arrays and garbage collection. In C the programmer can and must do all of these.
But for most applications you can use most if not all of the general purpose languages. If it is easy to do these applications with a certain language is another question, which is the reason I put these recommendations in. They just say: If you want to code this program, this language is probably a good tool for it. It doesn't say that this is the only language you can use for coding this tool.

@Apeirogon
@Legolas
Thanks for your help.
Can you fill me in why C++ is good for bots, Legolas?

Also RATS can be made in java as well. There is already a RAT named jRAT which is made in java. You need to use the JNI for making a keylogger in java

I know about jRAT, and I'm not a Java programmer, that's why I said that I /believed/ so. I thought that Java supported keystroke events, recording and so on, but I thought it was bounded to the application dialog. I mean, if you press F7 on the active Java program's window, it notices it, but if you do out of it, it is not able to record the fact. However, you and Deque will surely be able to correct me (is it possible I had read what I just said from you some time ago, Deque?).

I guess you're talking about this thread http://www.hackcommunity.com/Thread-Keylogger-in-Java

Thanks, Psycho, it was it. She said there as well that JNI does the trick, so, as the only source of my argueing gives you reason...

thank you. thank you. thank you.

You said about making crypters in C#, .NET and the stub will require good ASM knowledge.
What about C++, wouldn't I have any chance using C++?

C++ is a good choice for Crypters and good knowledge of assembly will help you make it FUD for a long time if worked with the concept properly.

I had actually googled it but I wanted a more 'experienced' advice.
Thank you for your answer.

Of course you can use C++.
These are just recommendations, it doesn't mean that other languages aren't possible for accomplishing the same.
I didn't put in C++ for the user interface part of the crypter, because the low-level capabilities of C++ aren't needed there (you only need them for the stub and that's where ASM comes into play). C++ is a swiss army knife when it comes to features. Learning it is probably harder than C#.

Hands down and respect. Very clarifying and explicit.
