VPN can protect your ip unless they are using a decloaker. Like metasploit engine decloaker. Title is incorrect, cannot take down any website. A few reasons why.
1. Network admins. They may see that crap load of stuff from one ip and just block your ip.
2. Firewalls may figure out what you are doing and block the traffic.
3. Ever heard of cloud flare?
