I'm sending a return parcel to the address, with weight matching exactly. I saw that worked for some other people as the case was closed quickly

Success. The Foot Locker return package was delivered and I called PayPal within the same hour to receive my refund. The case was closed in my favour after simply verifying the tracking read "Delivered".
