Charging back is asking the CC provider to refund a purchase. I guess they won't just refund on demand and needs to have an explaination about why they have to refund (fraud, CC stolen, etc..?). In case of failed SE on amazon or whatever, what is the attack angle towards CC providers to get chargeback?
In short, the credit card provider collects details (where applicable) from PayPal and the company In question, and assesses the Information to establish whether It's In favor of the seller or buyer.

A decision Is made based on their findings.

So even if we didn't pay with Paypal we use them as middleman?

It ain't possible to chargeback straight from the CC provider/bank without using Paypal?

EDIT: hem ok i just read through some articles on google. Every bank provides chargeback but it has to be written in the contract

It can be done directly through your bank.

PayPal was simply an example In my previous post.

Amazon is funny We have received your reply. We have asked you to pay for this order because your card issuer disputed the original charge and withdrew your payment. For details about the dispute, please contact your card issuer.

To resolve this issue, we need your approval to reprocess the charge for this order.
