Well you don't have to enter an email if you have an account. Otherwise you could download an autoclicker and set it to use a random interval between 10 and 15 minutes. But I doubt it will be that easy.
As suggested before you should make a problem that uses:
* A proxy list (this is to bypass IP blocks and it changes the location so it won't appear like all the votes are comming from 1 area)
* some emails (a leaked database would be indeed a good idea)
* some code that :
1. takes a proxy
2. navigate to the site and press vote
3. enters an email
4. selects a random interval
5. starts again

LOLing...You have to remember that around here, regardless of an Email not being necessary or necessary, all Members participating in the thread are going to elicit on as many methods as possible as to how it can or cannot be accomplished.
Suffice it to say that's always good for business and for promoting discussion on how Members would go about accomplishing such.
That being said, I'd label this thread yet another success for the HackCommunity.

I stated another success for HackCommunity because it brought so many Members in response to elicit (list facts) as to how it could or could not be done using a variety of methods.

Well, "tor" wouldn't really help in this situation, granted it would give you an "extra" vote every 10 minuets.
My suggestion would be to get a VPN that has multiple IP's, or use proxies.
Plenty of tutorials here on both.

All bullshit aside, the simplest method would be what the Author has already made note of, patiently clicking a vote everytime a Refresh was allowed.
