If you're concerned about submitting the report, the FBI will not Investigate one-off complaints, but rather those that are repeated.

my point of asking is not really concerning, i am trying to use this question to see if i am able to spin this without go filing a report and maybe having some better outcome

Though, I highly doubt that they'll reverse their request for the report.

i do agree so i already filled out the report and got a copy of it, just need to see what they are going to say and if needed send it to them. I basically blame the whole thing to paypal which in case description i said paypal ask me to create a report although i just want to return my wrong size hoodie lmao, i mean it is true tho haha
