Indeed, but the problem is that there is a loophole. Deep in the pages-long contract it guarantees a "minimum speed" of 20%. As long as they always provide that minimum speed, they are covered. But they exploit this to only give you this minimum speed the majority of the time. I'm no lawyer, but they should still be sued for violating the spirit of the contract. To conflate the two is a ridiculous stretch. They advertise it as "Internet (number of mbps)". For example, a 25 Mbps service would be "Internet 25 plan". Further clarification describes it as the "maximum" speed. Deep in the lease agreement it's further clarified that 20% of the maximum speed is "guaranteed". There is no mention of the typical speed to expect or that the minimum speed will be the typical speed. So you won't find out until after you bought the service. Should anyone sue them for this deception, the case will probably revolve around whether the 'minimum speed guarantee' is vague enough to warrant a breach.
