I was under the impression that IMEI was only ever blacklisted by carriers? From my understanding, manufacturers and vendors never blacklist

I was trying to Se Aliexpress where i said that i never got the product but it shows arrived. I told all that to Alixpress when i created a dispute. But it all finished that i got no evidence that the product did not arrive. What should I do ? How can i provide evidence that the product never arrived?
