The problem was that one of my desktop shortcut icons was corrupted, causing explorer.exe to go into a loop, consuming a lot of processing power. So I deleted the shortcut (Wasn't using it anyways) and the explorer.exe CPU consumption dropped right after the shortcut was deleted. I did a reboot to make sure and yup, it's now only taking up 0 to 1% of the CPU. After going thru your thread three times to eliminate all possibilities with an absolute certainty, the only actual problem that remained was a corrupt icon on the desktop.
