I tried doing this on a a decently aged amazon acc with multiple legit orders and they wanted a PR.
Not necessarily uncommon with Amazon, it’s more of a scare tactic. Unlikely they are gonna investigate $250.

Simply say that upon opening the box, the AirPods & charging case were not enclosed.
