I wouldn't say that H&M sells low-quality clothes. I've been wearing a $30 jacket from that store for four years and it looks decent. If you want quality clothes, then it is better to buy military uniforms, they are definitely quality and reliable, tested in many conditions. If you want branded clothes, then you won't find anything cheap, and if not, then try to go for regular clothes without prints. I, for example, constantly buy t shirts for work from the same store, as it is very versatile and cheap. It can be combined with other items of clothing, and you can wear it to a club or to work at home.
