Firstly, not everyone Is aware that the option to raise a damage report on receipt Is available.
Lastly, who checks "every" part of the package prior to signing? I'd be hitting them with this, before contacting PP. You have nothing to lose and should It succeed, everything to gain.

Very strange that they would tell you to raise a dispute with PP.
But I'd go with Mothered before contacting PayPal.
Say you were excited to get it so you didn't really care about the package, you just wanted to open the phone asap. You figured the box may have been damaged on the outside but the phone would have been fine so had no reason to question it. I've personally taken damaged boxes before and didn't know you could sign for them as damaged.
Tell them that you'd rather sort this out with them amicably before disputing the transaction with PP. Mention that you're trying to show respect and be as friendly as possible, despite being annoyed about this massive inconvenience.

Update, I had to go through PP and it's police report time. Kinda bricking it now, think I'm too deep into it to call it a prank and cut my losses. I was stupid enough to use it with my sim for a day, should that be any cause for concern?

Did you followed Mothered advice and tell them you didn't know about the damage etc. before contacting PP?
