Me. Those idiots at Meta said a RMA had been issued, money had been credited back to the account, etc. but they never actually issued a refund through PayPal.
I contacted PayPal and they confirmed no refund has been issued, they'll be contacting me again on Monday in order to enstablish whether to open a claim on the transaction or not (the agent I talked to over the phone ensured me that I'd win the claim 101% sure, given all the proofs - emails, chat transcripts - I have).
I also contacted Meta again about it, and they insist on having succesfully issued the refund. Their incompentence is ridiculous. I just hope they'll realize having done it wrong and fix it before Monday, but I'm having some serious doubts about it since they've proven their own stupidity over and over again.
Now, either Meta is too stupid to even issue a refund properly (they don't even cross-check parcel weights when EB are claimed, after all...) or they're growing smarter and stall the refund as a way of buying time (although that'd be pointless?).

If Meta can see when a device has been activated then what is there exactly to stop them from allowing this recent influx of SE's to go through, and then manually checking and taking action against them all at a given point, after the majority of the devices have been activated? What action can they take at that point? Especially since the device is connected to Facebook which is pretty much connected to everything else.

Ok, let's say you want a Quest, but you're too poor to get it new, so you head to ebay and buy it from a guy that says "like new, still sealed, 50% off"
Now you have a "blacklisted" device, which you didn't and still don't know about, why would someone send a lawyer to you? or brick it, risking the rage of a legit customer?
That's why they canceled the refunds for people that activated it BEFORE the refund, it made sense, it was obviously them using it
But weeks or months later, when everything could've been sold one or twice? Nope, they'd be punishing innocent people so they want
And, again, they make money off your data and your in-store purchases, so they're still breaking even most likely, so they'll never bother blacklisting these devices

But wouldn't the data they're collecting make it obvious that it was me using the device, also given that the IP address when the device is first connected would be the same location as my shipping address? Maybe I am being paranoid, but this is my first SE so that's to be expected. I will not be logging on with my real Facebook account, but a burner that I've had for years instead.

That's the worst thing you can do, they're gonna ban your account and maybe lock your account because of that
You're better off hitting the SE as a guest (on a browser that never logged into your FB account) and from a different IP (a Starbucks or something) if you wanna be extra sure, but do use your primary FB account on the device as that's what matters the most of them, and the only "locks" as of today were on legit purchases where the account used on the device was obviously fake
Unless your burner one looks real enough, that is
I'd still recommend you don't worry too much, you could've bought it used and it's not your fault if it was stolen, just wait a week after the refund before you turn it on and you're fine, nobody's gonna go all lawyer on you for 400$

I made the order on a guest account just in an incognito window so I wouldnt need to bother signing out, probably wouldve used tor or a vpnif i had known before . Either way is a ban really an issue if i only plan on using the set for PCVR?

RE: [Success] Super easy Oculus/Meta hit - ABC157PLM - 06-17-2022

Whats the best way to reach out for the refund nowadays - live chat or phone call?

Probably not, same if you plan to pirate the games on the quest

None else experiencing delays in approved refunds?
