Unless the website has falsified It's executable download, I'd say It's safe to assume the file Is clean.

Regardless of that, there are a lot of unanswered questions about this tool. Thank you for providing a link to the source code (I guess I could have looked myself). I'll dig through it and see what I can find out.

Short update, here's a bash script that does the exact same thing as this program, using the same methods that the program uses, but with the guarantee of "you get what you see". No worries about high load times, this is a one-off script, unlike the application, you can run and then delete the script without worries. To reverse it, just flip all the flags. Be aware, this script modifies the system registry

Yes until It's contents are Identified and definitively deemed safe, I'm also not entirely satisfied with the tool's purpose and functionality.

Well, after browsing the code, I came up with that batch file that should do the exact same thing. None of those items need to be applied more than once, so if the program itself is causing any issues (like high load), I'd say that this isn't from the same source tree. However, if users still want the benefits, feel free to run that bat file or any part of it (it's commented by section)

It's not the actual Windows Update feature, but more so It's "share" functionality. There's two share options In Windows 10.

* PCs on my local network: This Is a form of peer-to-peer sharing within your local network, meaning the updates are downloaded on one PC and then shared with all other systems within your network.

This performs the same as above, however the updates will also be shared (from "your" PC) to other PCs on the net., which also consumes your bandwidth. (ridiculous to say the least).

As you can see, It can simply be disabled by the end user.

Correct.

Windows 10 doesn't have a native feature to disable Windows Updates. To do so, you need to disable (stop) the "Windows Update Service" via Control Panel > System and Security > Administrative Tools > Services. Or simply enter "services.msc" (no quotes) In the search function.

Regarding the criticism, as stated in the OP this is a commonly used tool in a swedish computer tech support group called "Swerigs" and "Swerigs techsupport". The developer, the administrators and normal users are sharing this program to members. These are not only facebook groups but a community.

And yes this can be done with a batch, but this is simpler and has the option to just untick whatever option you don't want. And more functions gets added each update.
