The Issue Is, It's "account-based" and not IP.
Too many Invalid login attempts against a given account, will lock It- regardless where the logins originated.

Your best bet is personal OSINT. (Doxing) Obtain the users emails and usernames. Find where they might have accounts forums etc. Look through Database dumps. (Over 39k databases are leaked per day. If you never use the internet your name still runs through atleast 10 a day.)
