If a tracker is caught in Iceland where the sole purpose is to share copyrighted art work then of course it will be shut down. Same goes with sites. What it changes is what you can do with your copy of the art. For example; Playing a movie in a fraternity party is either illegal or legal. The definition of `public` is not clear in U.S laws like the website above me is intended for.
