MyBB is decent for a free software. vBulletin needs a lot of securing, plus a license is costly.

MyBB easily. I mean, it's free and does the job which vBulletin does. If you're making a simple community why spend so much on a license. If you're a business then I mean it's up to you. Plus, vBulletin requires security knowledge.
