http://xmpp.jp is good assuming you're not going to use it to discuss anything that would incriminate you. Otherwise, creep.im is my preference.

https://www.xmpp.net/directory.php might help you out a little. If you use OTR you should be okay most of the time as far as privacy and security goes irreverent of what provider you use. But I'd recommended that you use OTR and connect to the server over Tor, freenet, i2p or what ever you want. I'd always recommend using services hosted in countries that do not agree with your country just in case.
