Assuming you are not a child and live in a first world country, your ba.nking may offer VCC's as a mechanism for combating fraud. You just log into your online ba.nking, generate a new virtual credit ca.rd with a set amount of money on it, and use it for the verification step. You then cancel that ca.rd when you are done with it.
The main technical difficulty here is Uber likely will be putting time/effort into detecting this kind of abuse/fraud by trying to uniquely ID your phone and tie phone-account. Currently they use phone numbers for this, but it is likely that the IMEI or other hardware identifier may be used in future to try tie devices to people.

well there is a way around the hardware checking...if you have a rooted phone with the xposed framework use XPrivacy. It blocks hardware information and inter-process communications.(user defined of course)
