So unless you guys know a way to change it via shell or terminal. Your public IP is assigned to the internet facing device. This is typically your router/modem hybrid in most western countries. If you log into your router/modem hybrid there will usually be settings to drop/disconnect, reconnect. This *may* be sufficient to change your IP. If not then unplugging the modem for just 5 minutes may be sufficient. If not, you may need to wait significantly longer with the modem off, or ask your ISP for a new IP. It doesn't change your external IP, like dopamine said, the website you're connecting to while on Tor receives Tor's proxy's traffic and not your own.
