About your application... you can use an FTP server! You check the version if it is higher you download and replace, delete or modify the old scripts (files or module), won't that work for you? if no, could you please provide more info why not?
Note: to do so you have to build an updater, a little application that does this check... just like in MMORPG Games!

First, concerning the ISP vulnerability, Some networks allow the service of 0.facebook.com for free for mobile phones.
what we do is to unlocked our 3g usb modem and establish a connection with that network using the setting of a mobile phone.
Then use a custom proxy called 'ZamProx' which will forward the 0.facebook.com to other websites.
This is a Tut on youtube which explains how to do this:

For updating my soft using FTP server. I guess that I should learn a lot to accomplish this. I want just simple method which won't take me a lot of time.

It tells ya how to upload a file on a ftp server, you can reverse this process and add your own preferences to download the file. There's a library for ftp in python called ftplib. Read the documentation and you'll get into coding in no time, Remember to practice the codes by typing em yourself and then debugging them to see what's really going on.
