That's a site offering some basic devices used by phone engineers to test a phone line, and perform various installation tasks. If you do venture into this, be extremely careful as you can knock out the internet for your entire street if you make a mistake. You may be able to find more information through google on the subject of phone lines and how they work, but you have expended my knowledge on this topic.
Hope this helps, I may look into this subject myself as it has interested me.

All of the phone preaking techniques are basically all obsolete.When they where still working people would use things called color boxs,such as a blue box that would make a audible tone.
