I'd think they'd pay to make sure the upload is very good but not worry about download. I'd think they'd care about host fast their entire network is over the download speed of the network, but then again I've never taken a networking class so I'm no specialist.

At quiet hours (i.e. after school) it would go up to about 100/150. Must be a heavy-load-related issue.
