contact the company you're attempting to SE and claim DNA/MEB/EB, if they send you an email refusing refund, screenshot the email, open dispute through PayPal, look it up if you dont know how to, and just attach the screenshot to the dispute while creating it as proof that you contacted the company and they are refusing to cooperate.

Is there a limit to how many times you can open a dispute on PP?
Is it dependent on the age and activity of the PP account?
Can you hit a company twice on the same account?

Yes, because PayPal asks if you even initiated contact with the seller first.

It depends. If you do it like crazy your account is going to be limited. Amounts are important as well.
