Don't think the tos change based on it being a home address or a business address.
Before covid plenty of people ordered to their office/work address.
I think it is more about the fact that there are only a handful of people who sign packages at the forwarding address and what happens when you claim DNA.
The courier or couriers who work on that route, who probably know that person well, go there on a daily basis and will ask them did you receive it?
The person who signed for it will check their logs and say yes I did, it is in our warehouse waiting to be shipped to our customer or it has already been shipped to the receipient (who is claiming DNA).
Then IF the rep is smart they will check google, google maps and find the address you used is linked to a forwarding address and then you have failed.

I have also saw a few genuine dnas go wrong and they get screwed over

Interesting.
Many refunders state forwarding addresses are no issue but of course that varies on the company and the method.
The largest companies who are based in the same country as the forwarding address are more likely to be "on to it" compared to a smaller company based in another company.

If you have big plans, would rent an air bnb for a week in a shithole.
Go up North, some areas are so cheap that if you plan to do a lot of orders, it will definitely be worth your while.
Are there stringent ID verification requirements for AIR BNB?
After passing ID verification, do you have to have a picture of yourself on your account?
I suppose that having a new account, no visits, no ratings and no picture means you will be the least likely to get your visit accepted by the host.
