Does the driver buzz the apartment number at the front gate to allow access? Are packages dropped off at reception? Or otherwise?

It depends on your answer to the above questions.
Packages are either left in a parcel locker or with a receptionist at the office who I can then ask to go to a back room and get my package. I think I could just ask one to sign for it when the 4080 comes and keep it in the back room for me. Parcel locker can be avoided that way.

just got a 4090, I bought a gaming PC with a 4090 (CyberpowerPC), I removed the GPU + CPU + SSD and sent the PC back, refunded in 72h

reason given: the pc doesn't start, I called CyberpowerPC who told me to send it back

Could you send the link of the pc? Also they don’t check returns? Isn’t it pretty obvious when an entire 4090 is missing? Could you add a little more depth to your explanation of who you sent it back to, and why you called cyber power?

each assembled PC undergoes a quality control, Windows is installed etc. so if a GPU and a CPU are missing, it could be complicated to justify

I didn't call Cyberpower, I just told Amazon that I called them to make it more credible

type gaming pc on amazon, select from the most expensive to the least expensive and check "Prime", check 2x a day until there is stock again ("sold by amazon")

If it’s not sold by amazon is it a lot harder to get refunded, because of the 3rd party return?

exactly, a third party seller take his time to check the PC, they know what they are selling, especially companies specializing in computers
