Try sending them that confirmation the police sent you that they've started investigating your issue, this should suffice for Amazon as it also proves that the PR was genuine and complete in the first place.

Amazon however, Is adamant with specifics on the report (hence they deem It Incomplete) and the Investigation Itself, won't fulfil their requirements. That said, It's certainly worth a try.
