It's ridiculous, they need to be more specific with the Issue.

Ask them precisely what they're referring to.

For someone who also has tried a lot and managed to get an account back by chance, I will say that Amazon is really hard and based on luck.
I've tried with multiple accounts (on hold) to get them unblocked by uploading statements and for some reason, the only account that I could get unlocked was with a shitty statement.
The statement was empty not even the right month the only thing that changed was the name and the cc number wasn't even showing but for some reason after uploading it 7 times it worked
Even tho it got terminated not too long after trying to make another purchase.

But now even with a highly photoshopped statement looking like you printed it and took a picture of it with your phone with the cc on top of it, they are not letting this one through.

I've been told that Passports are the way to go with amazon but haven't verified it myself.

Amazon's customer service Is getting worse by the minute.

Have you escalated and re-escalated the claim?

this happened to me, all  the accounts go on hold because (my guess) the system recognizes that multiple payments methods are under one name/ip/address so it flags it.
I believe your best bet to avoid hold on an new account is to change everything like ip,, device and new payment method like a new baznk but theres a chance it may be on hold again so waiting it out for a month and trying again may work
