they are not. in germany you make a report against "unknown" with the police and after they finish their investigation it goes to another law-instance. once they complete it you somewhen get a letter. It legit takes forever. Amazon told me to contact them in a few days though as refunds cant be issued after a certain period passes (thats what 2 of the reps told me, another one told me "NOOO you can take all the time you want, once the PR is finished it can ALWAYS be refunded!", which seems to be bs)

UPDATE: after nearly 3 months back and forth they issued a refund. all I can say is, that it's all about the rep you get on the phone for me ngl
