We shall await further developments.
So the team that my case was escalated to, thanked me for sending them the PR, but ended up telling me to take the issue up with my bank.  What confuses me is that why would a merchant encourage someone to file a chargeback.  I have all my evidence proving my side of the story (missing item under 100grams)  so if I were to file a chargeback would the company fight it hard and then I wasted a chargeback for no reason?

You're not considering they probably have a lot of data points to meet exactly with these types of refunds. You didn't meet them. It's not anything to do with your method, they could have just changed tactics when dealing with higher value claims. You even stated before how they deny claims outright, which is at their discretion.
I appreciate your input, and the change of tactics depending on item value is what I was also thinking. What still begs the question is do I go through my financial institution like they said or just take this one on the chin?

It depends what that entails. You could face legal action or they might not see fit to file charges. I don't know how much money you've lost so it's up to you, ultimately.

The amount was $400, and the department who denied my claim initally, told me to try a chargeback with my bank.  Don't think they would do that if they think I am up to no good.

The bank will probably ask unwanted yet unavoidable questions. Might be better to take the hit. 😬

You're most likely right. I just feel like a chump since I pulled of higher SE's than this, and I feel kinda dumb being blocked by a more simple one compared to the other ones I've succeded with lol

Realistically, a hit like this won't set you back if you're financially stable enough to be doing SE.

Yeah the 400 is not a big deal to me, it's the hit to my pride that hurts lol. I have done quite a few se's and never failed. So this one hurts my ego a bit.

We all have to learn from our mistakes.

Thing is, I don't what my mistake could've been. All they kept saying was that the item has been delivered which has no bearing on the missing item method. They just said they invdstigated with their company and the shipping company, which again has nothing to do with the missing item method, which is supposed to be under manufacture error. My thinking is that because the item is a certain amount they want me to jump through hoops, or a oddly dedicated to "save" the company money by denying claims over a certain dollar figure.

That's complete nonsense.

A PR Is part of their Investigation to move forward with the claim, so why would they request the report If they have no Intention to pursue It? Tell them you'd like your claim be reviewed by another team member.
