I understand your position.

If you're going to create a new account, the address must be changed, so you'd definitely need to arrange an alternative.

I have an address that is suitable for posting so I shall use that, Sadly it is not a property I will be able to sit in all day awaiting items that require OTP so I guess I shall need to be careful about my future SE's

Next step is to go through the steps you listed above which shouldn't be an issue, In regards to the "New Device" would a formatted laptop/PC with the MAC Address etc changed under a VPN be suffice

A totally new device Is the way to go, but what you've mentioned should be fine.

Also add a change of HWID, which I didn't mention earlier.
