Thanks very much for the info. I have a couple of questions...
Firstly, is there any workaround to using a different device ? If I use chrome with incognito mode will that be enough? I've used my computer and phone to sign in on amazon. There aren't any nearby public computers to use.
Secondly, I've tried to create an order with a free chrome extension VPN (connected through America). The order was cancelled and the account suspended because they suspected fraud. Is there any way around this?

I haven't had Issues when using the service of VPN providers.

With a phone number, depending on where you're located, a prepaid SIM only costs a few dollars.

Sorry that it took so long to update you. They ended up giving me another code. I wanted a refund but I guess I can't complain. Still contemplating on what to do with the extra code. I could sell (but risk getting SE'd myself ) but I guess another year of PS Plus wouldn't hurt either since the codes DO stack.
This has me thinking though. I wanted to do other e-codes for steam games but i'm hesitant to do it because if they end up sending me another code instead of a refund, then i'm stuck with 2 of them. Any suggestions around that ?

Any suggestions around that ?Try G2A, just remember when you try SE G2A always purchase from sellers with little/no orders. Makes it much easier as they have less experience, although their prices may be higher, you will be getting a refund in the end so it doesn't matter too much.

Any suggestions around that ?A way to avoid getting sent another code is claim it was meant to be a gift and you had to buy another copy as the gift because your code didn't work.

Any suggestions around that ?Tell them that you're quite stressed and don't want to experience the same thing (non-working code) happening again, so you'd prefer a refund.
