Quick update: Refund was super easy
Parcel came yesterday, today I contacted H&M via Live chat and after saying that it didnt arrive and being nice to them they instantly gave me a refund
So OP's claim checks out

I’ll add on to the H&M (US) easy train. I did a PEB 2 weeks ago for a bunch of things and went through the chat and it was insanely simple and fast. Wasn’t a massive load of stuff, mostly stuff for my tiny human, but took about 4 minutes start to finish.

I keep trying in chat my package came Monday but they keep telling me to wait 15 days before declaring the package lost. Maybe I should just phone them?

Spoke to someone on the phone, they said I have to wait still until the 15th, but once I report it missing they refund me right away she said so I’ll try then.
