You may also consider clonezilla distro with an usb stick if hardware is supported or if you can attach the HDD to another machine

Acronis True Image did its job for me too.

Do you really have to do it from command line? cant you just do it with a program?
i mean, since it seems like you couldnt successfully do it from terminal?
balena etcher is easily the best tool for this.
