When you file a report the police are not always there for your benifit... they will ask questions more then one and word them differently to see if your answers remain the same.

update: paypal closed my case due to they unable to obtain the requried information after requested from me, which i am thinking is the IC3 report. What do you think i should do

Did they actually state that the closure was the result of the IC3?

In answer to your question, hit a chargeback through your credit card provider, or a bank reversal via your merchant.

A chargeback Is separate and not associated with PayPal.

You cannot change your story- your credit card provider will liaise with PayPal, so use the original reason.
