I'm already better, so I've decided that I'm going to update this for everyone I can help you with.
The problem is that I did not take control of my bank account when doing so much refund SE continuously, so I did not know exactly what my account balance was.
1.- The most important thing to clarify is that it DOES NOT matter to have the account in red numbers for a case to be resolved. I made phone calls and the operator clarified it to me "We are separate departments, I am going to solve your cases regardless of whether you have the account in red numbers."
2.-I have managed to delay for many days to put the account in green numbers. In fact the account continues in red numbers after almost 15 days. It is important not to reject the calls and get them to understand that you are having problems and tell them that you are going to deposit money into your paypal account the next day, that you are now working or something and that you can not go to the bank.
3.- The reimbursement SE that I used in PayPal was the following, several of the disputes in paypal were false products or that did not work and others about products that had not arrived since they had given me wrong tracking numbers. As the PayPal collections department forced me to pay the red numbers of the products that had arrived, while they did not care that there were red numbers of products that had never received. The reason for this is that PayPal advances your money to the buyer when you buy if you choose to have the money come from your bank account instead of your credit card.

If your under 18, PayPal doesnt care lol. YOu can forget it after all PayPal has a liability to ensure your over 18. But if you are over 18. idk.

Yes they do.
The minimum age to open a PayPal account Is 18- of which Is a legally binding agreement/contract. If you've falsified your age, you're held liable.

A minor < 18, cannot create a PayPal account linked to their parent's account.
The primary account holder must be > 18.
