Also, I hit Valve few months ago for steam deck Oled and helped another member here to successfully get a refund for one too. Battery leak worked perfect, MEB is a bit too heavy and inconsistent.

Weird. Have you tried escalating this case?
Just because the shipment left their warehouse with the device inside does not prove that the device was also inside when it was delivered to you. Write it to them and try to act like a normal buyer who did not receive the ordered goods inside the package. You shouldn't give up so easily.

can you detail the battery leak you speak of a bit more please?

Pretty simple mate. When you receive the package, contact them and claim that there was something leaking from the device. After a quick research you found out that it was a battery acid leaking. Make a fuss about it, act disappointed and worried. They will ask for a pic, so photoshop one or make a fake acid  leak (vinegar and baking soda). 

Should take around a week. Good luck!

i won a steam deck pp dispute once. they denied helping me on my main account after trying for another order months later lol. so i went to pp and sent a screenshot of them offering a replacement ( what sent it over the edge is that i asked for my money back instead of a refund). i used that screen shot in my pp claim, and they just never responded, not sure if it was becaause of my evidence or if they just dont respond to pp claims.

They respond now and no, steam is not patched, with aged acc DNA is no problem. Did it a few weeks back.
