What would it take to be able to SE a Unlocked Samsung Galaxy Note 4? So far I have SE'd a Seagate Hard Drive.

I'm just giving basic examples. I don't consider these cookie cutter methods as "skill".

Everything can be SE'd, It just depends where and who you're looking at SE'ing.
Preparation Is the key to success. Do your research beforehand, Identify the terminology used, see what questions are raised and the expectancy of how they should be answered. Checkout company protocol, be confident and take control of the conversation. If the SE fails, It doesn't necessarily mean It's a failure- you'll then know what you "shouldn't" do or say the next time around, hence the negative has become a positive.
It's difficult to pinpoint a methodology without knowing which entity you're social engineering.

Does that mean I can SE an Apple investment :p. But seriously, if you are that desperate, I know one of my favorite methods (in theory) is to actually buy the product and say you didn't receive it, thus getting double items. So yes, most things can be SEd it just depends on how you approach it.

A way I would try is to buy it from amazon then refund it saying that on the inside there was only the box and a rock( maybe to add weight)?

I wouldn't go for Amazon personally. I would use DX.com of Aliexpress or something. A site that makes enough profit that they don't care to send a refund.
