pretty sure you took this term from russian speaking group.
then it relates to making an instant order on amazon, since usually you need to age the account so that order would go through, but there are (as it seems) methods to place order instantly on fresh account.

In other words, the company (or whoever Is handling the shipment) scans the box/package and provides a refund.
